Pennsylvanias Business Solutions Center of Excellence (BSCoE) is an initiative to provide best-of-breed guidance for .NET and J2EE applications development. The projects ultimate aim is to enable the development of a business service centric Service Oriented Architecture (SOA) for use by the Commonwealths agencies. BSCoE consists of a set of Software Development Assets (SDA) and Software Process Assets (SPA) stored in a Web-accessible repository. BSCoE makes these assets, along with standardized processes, tools, guidance, and coaching available to the Commonwealths Agencies to increase standardization and component reuse while reducing the cost and complexity associated with custom application development using .NET and J2EE.
This ITC education session will provide an overview of the Center of Excellence; covering BSCoEs goals and providing an overview of the services BSCoE offers. The discussion will start with background material on BSCoE, including the BSCoE Information Technology Bulletin (ITB-APP001). This OA/OIT-issued bulletin established enterprise-wide standards and guidance for application development. We will discuss the BSCoE.NET Application Development Framework and BSCoE Software Engineering Process, including how these assets may be accessed by Commonwealth Agencies. In addition to the discussion of existing assets, the process for expanding BSCoEs asset library by accepting Agency contributions will also be explained. Finally, soft assets such as training, mentoring and coaching services will be illustrated in the context of some of the BSCoE teams experiences using the existing BSCoE.NET Framework and BSCoE Software Engineering Process to build a reference application and corresponding Web Services.

Dennis started at the Commonwealth in 2002, coming on board as part of the SAP implementation team. He worked in developing support systems tied to this SAP project, specifically service desk and change management tools, as well as being involved in special projects, such as a custom self-service help application built as a direct interface to real-time SAP transactions.
Dennis moved into his current position in the fall of 2004. He manages projects tied to Enterprise initiatives involving service desk, asset management, change management, and special projects. The Business Solutions Center of Excellence (BSCoE) is one of these special projects.
Dennis brings 21 years of IT experience to the table, including work at General Electric, Verizon (formerly GTE), and Electronic Data Systems. He has worked in many capacities, including systems analysis and development on multiple platforms, project management, training, visioning, and executive level management.
Dennis has a Bachelor of Science degree in Computer Science from Edinboro University and a Bachelor of Music degree from the New England Conservatory of Music.
