Keynote Presentation:
Successful people tend to possess several key competencies and abilities. At the top of this list are the ability to build and maintain a high team and competency of demonstrating sound judgment. Judgment is labeled a competency because it is something that can be improved; it is not innate or immalleable.
The purpose of this Keynote is to inform and discuss the concepts of critical thinking in order to improve judgment. Critical Thinking can be defined in many ways because there are several disciplines that claim ownership to the subject. Thinking that is self-regulated, purposeful, unbiased, and reflectively skeptical would typically fall into the category of critical thinking. As leaders and thinkers we typically, and appropriately, do not apply critical thinking to each of our daily decisions. However, if the potential outcome of the decision is important, if the complexities of the issue are great, or if we would classify ourselves as having strong thoughts on the topic under consideration, then we should probably take the time to think critically on the topic before exercising judgment.
This Keynote presentation will expose you to foundational concepts of critical thinking in order to improve your decision making skills, judgment, and eventually your ability to be an effective leader in this complex 21st century environment. BIO: STEPHEN (Steve) GERRAS is the Professor of Behavioral Sciences in the Departmentof Command, Leadership, and Management at the U.S. Army War College. He serves as the director of the strategic leadership curriculum at the War College. Colonel (Retired) Gerras served in the Army for over 25 years, including commanding a light infantry company and a transportation battalion, teaching leadership at West Point, and serving as the Chief of Operations and Agreements for the Office of Defense Cooperation in Ankara, Turkey during Operation Iraqi Freedom. He is an airborne ranger and holds a B.S. from the U.S. Military Academy and an M.S. and Ph.D. in Industrial and Organizational Psychology from Penn State University. His main areas of interest are strategic leadership, leadership development, and improving the judgment and critical thinking skills of leaders. He has worked on numerous projects for the Chief of Staff of the Army related to leader development. Steve has published articles in the Journal of Applied Psychology, the Journal of Applied Behavioral Science, and the Information Age Warfare Quarterly.

PA-STARNET is the Commonwealth's voice over IP radio network. It extends across the 45,000 square miles of the state and into every county 911 center. There are presently 18,000 radios on the network owned by 17 state agencies with 1000 radios in the hands of local first responders via the Regional Counter Terrorism Task Forces. The network mixes voice and data over the same system enabling 1300 Pennsylvania State Police (PSP) vehicles to have access to state and federal databases for stolen property, missing and wanted persons and protection from abuse orders. PSP also received driver's license information including the license photo from a PennDot database.
The network is capable of supporting additional data applications and some are already planned like AVL (automatic vehicle location) which will soon be made available to state agencies.
The radio system sits on a robust microwave system which is one of the largest privately owned microwave networks in the United States.

Biography
Michael Paddock serves both as Chief Executive Officer of Grants Office, a national grant development services firm, and as Grants Columnist for the award-winning HSToday magazine. In his role at Grants Office, Mr. Paddock consults with dozens of health care agencies, state and local governments and international agencies on grant funding. He contributes regularly to a wide range of publications, and he is a featured speaker at many national conferences specializing in healthcare and homeland security funding. Mr. Paddock served from 1996-2001 on the US Interagency Electronic Grants Committee and co-founded the New York State E-grants Project in 1999. His article “Funding the First 72 Hours” was recently accepted as a reference within the National Blueprint for Secure Communities, a joint project of the National Council on Readiness and Preparedness and the John F. Kennedy School of Government at Harvard University.

Biography
Gerry Wethington is vice president, North America Homeland Security and Justice & Public SafetyPrograms, Unisys Global Public Sector, responsible for leveraging the entire portfolio of services, solutions and technology products to take Unisys to a leadership position in these markets. Gerry is based in Reston, Va., and has an office in Jefferson City, Mo. Prior to joining Unisys, Gerry served as Missouri's chief information officer (CIO) and as a member of Gov. Bob Holden's cabinet, where he led Missouri’s e-government efforts to improve the delivery of government service to its citizens. He also led the development of Missouri’s Adaptable Enterprise Architecture Program. Considered one of the best in the nation, this program resulted in significant savings and improved efficiency in the state’s business and IT programs. Gerry is recognized nationally as a leader in the areas of government process reform, enterprise architecture, justice integration and interoperability, and project management. Gerry served two consecutive terms as the president of NASCIO, the National Association of State Chief Information Officers. Gerry is the only state CIO to serve consecutive terms as president in the association’s 35-year history. He also served as chair of NASCIO’s Enterprise Architecture Committee and as a member of its Executive Committee. Gerry was Missouri's SEARCH representative, serving as chairman and member of the Board of Directors. SEARCH is the National Consortium for Justice Information and Statistics, with representatives from all states, responsible for formulating recommendations on criminal justice policy. He served as vice chair of the membership group and chaired the Planning Committee and the Systems and Technology Program Advisory Committee. Former Attorney General Janet Reno appointed Gerry to the Global Justice Information Sharing Advisory Commission, an advisory body to the U.S. Attorney General created to support broad-scale exchange of pertinent justice information. Gerry served as the vice chair of the commission and served on the Executive Steering Committee. Gerry is a frequent speaker at seminars and conferences on topics related to government process improvement, enterprise architecture, technology infrastructure centralization and consolidation, homeland security, criminal justice integration and interoperability, progress and performance metrics implementation and software engineering. CDS Solutions Group, and the County of Lancaster, Pennsylvania, present a case study on the value of a purpose-built solution that uses new-media technologies for meeting capture, video streaming and archiving which provides comprehensive coverage in an easily accessible, on-demand format and archives the meetings for future reference and accountability.
President Obama's Open Government Directive emphasizes the importance and value of using new technologies to keep work and activities of the government transparent to its citizenry, maintaining an environment of accountability, trust, public participation, and collaboration.
Lancaster County, PA, approached CDS Solutions Group to design and develop an affordable meeting capture solution for their weekly Commissioners Meetings and other group-based meeting activities. The County wanted the capability to stream public meeting content using the Internet without impacting their internal infrastructure, yet fully integrating with their current website design. The media content would then be accessible in an unedited format for future review by constituents, as well as be easily identifiable as an official meeting of the local government.
A simple to use, cost-effective system that provides the County with an easy-to-use tool to capture multiple camera video and high-quality audio content of their public meetings for later viewing. Without the presence of a technical operator, the system accurately captures, compiles, and processes the video and audio from each meeting using multiple cameras and microphones, automatically mixing the video and audio content, and rendering the file to a web-ready format. Once the recording is finished, the rendered file is pushed to a hosting server in CDS' offsite data center. Users can access the properly formatted streaming video from an HTML link on the client's website, and enjoy the efficiency of clicking specific agenda items to jump to that portion of the video archive. Past meetings are then archived for future reference and complete accountability of decisions made and resolutions passed, and can serve as official video minutes.
The innovative system is a fixed installation, and can automatically switch cameras based on microphone impact/activity, identifying who is speaking and focusing the appropriate camera exactly where it needs to be. The system requires minimal user interaction and provides transparency of the technology itself - allowing meeting participants to focus on the agenda and meeting and not the technology.
Digital video is a powerful tool and resource for information in today's society. This popular, new media format enhances accessibility and encourages the public to play a more active role in community government. This format of sharing and distributing information is key to meeting the needs of constituents and attracting new audiences by providing insight into the issues their communities are facing, requesting feedback and comment from the public, and officially reporting on activities and decisions made.
The system continues to be developed, adding new features and enhancements, including making non-meeting videos available with the system, and further developing the delivery technology to support devices such as mobile phones. By opening up the technological capabilities, both the County of Lancaster and CDS Solutions Group are working to achieve the vision of government seeking and supporting an openly informed public, and a deeply involved citizenry.
Biographies
Misty Fasnacht is the Analytical and DBA Services manager for the Lancaster County, PA Information Technology and Budget Services Department. This particular division of IT assists County agencies and departments in finding ways of doing business more effectively and efficiently by performing business process analysis, implementing best practices, recommending process and software solutions, and providing large and small project management services. Fasnacht has also worked in the areas of fiscal management, technical support, application and web development, database administration, GIS development and architecture, and project management. She has presented seminars on the integration of GIS and Computer Aided Mass Appraisal at the Pennsylvania GIS Conference and the ESRI Mid-Atlantic User Group Conference.
Ren Baker is president and CEO of CDS Solutions Group, a technology and business solutions company known for its custom software and automated business solutions and systems. A dynamic speaker, Baker has presented numerous work shops and seminars to a variety of industries all over the Country. In this session Cisco and a panel of experts will present an architecture that allows for the sharing of applications and disparate infrastructure using the Cisco Open Platform for Safety and Security (COPPS). The COPSS architecture enables the proactive protection of assets, employees, and citizens through a scalable, tested design. Enterprises are experiencing an explosion in the volume of data required to effectively run their businesses. These same organizations are facing challenges in the way they comply with payment card industry (PCI), data security standards (DSS) and Sarbanes-Oxley (SOX) requirements. This presentation will demonstrate the document retention solution designed by IMR for PennVest. This solution incorporated the current document retention policies dictated by the Commonwealth with the OnBase solution designed by IMR for complying with the document retention guidelines.
The presentation will describe the major requirements and associated issues that had to be addressed to build this solution. We will discuss user options, user response and acceptance as well as demonstrate a process flow including the automated process of the retention cycle.
We will present e-mail retention and requirements and discuss Outlook Integration and how we integrated email retention with document retention to offer a complete document/email retention solution for PennVest.

Alice Poukish Sanders is an Information Technology Policy Specialist at the Pennsylvania Infrastructure Investment Authority (PENNVEST). She began her career within the Commonwealth as a Pa Management Associate (PMA) in 1999. Alice joined PENNVEST in 2001 as a database administrator. In 2003, Alice became the OnBase Administrator and assisted in the development and implementation of OnBase within the agency. Currently, she is implementing document retention and email retention within PENNVEST. Alice has a master degree in Public Administration from Penn State University.

In this session Cisco and a panel of experts will present a business case that the IP network can be leveraged to layer services other than traditional data, voice and video, to help State and local governments create and manage intelligent buildings, reduce energy consumption, sustain green policies and obtain operational savings and efficiencies.
Cisco, along with the panelists, will demonstrate how it is leveraging its depth and strength through proven technology to exploit the power of the network as the foundational platform for providing an Intelligent Building architecture through the concept of “Connected Real Estate” (CRE).
Considering that commercial buildings consume 50 percent of the world’s energy and because State and local governments are facing environmental, business and budget challenges, Connected Real Estate is rapidly becoming an industry standard and is the model of the future. Anticipating global trends, standards adoption, and government or corporate initiatives to manage energy in non-residential buildings more efficiently, Cisco and it’s ecosystem of partners helped develop an Intelligent Building Architecture to lead the industry in designing and retrofitting buildings to be “Intelligent Buildings.”
The connected intelligent building architecture is a catalyst for a new Information Utility, the representation of converged data via the open standard Internet Protocol (IP) from all source points in any structure — reducing total cost and complexity by leveraging the IP network as the Information Utility.
Through this Utility, the CRE solution provides services-enabled network services, rules-based technologies, management systems, data feeds, user dashboards, and IP technologies, while also providing new, differentiated services opportunities. The total CRE solution integration thus enables overall operation efficiencies required for energy management, green incentives, and safety and security.
The panel will show how the CRE solution is a framework that positions the “Network as the Platform”, to integrate and combine proven advanced technologies into a customized solution, leveraging the existing disparate, and perhaps inefficient silos, set of communications, security, and building systems onto a single, converged IP network.
Some of the next-generation technologies that will be explored include EnergyWise; Cisco’s example of a Building Network Mediator; IP-Enabled Network Platform; Digital Signage; Mobility; Security; Unified Communications; HD TelePresence; Video Surveillance; and Access Control. Full integration of these technologies over IP starts to solve some of Government’s key operational and budgetary challenges and to promote full collaboration across the organization. CRE empowers state and local government customers with a wide range of benefits, including:
Compliance with energy objectives: The CRE solution can reduce energy consumption through integrated energy-saving options, monitoring and reporting, and management. By creating an integrated building system, State and Local Governments can centrally manage the operation of all systems including, but not limited to, lights, heating, ventilation, air conditioning, security systems, and elevators to save energy, improve responsiveness, and cut costs. ? Reduced capital and operating expenses: Converging disparate building systems with a single, more simplified building information network allows State and Local Governments to reduce capital investment, upgrades, support cost, and ongoing maintenance. In this session the new RTKL from the perspective of RTKL Counsel for a State agency will be shared with employees of local governments who deal with the RTKL.
In this session also shared will be a very brief historical perspective to put the current RTKL climate in context. The repeal of the former law and enactment of the current law were driven by an outcry about the lack of transparency in Pennsylvania government, whether that problem was real or perceived. The resulting law is dramatically different from its predecessor in that it starts from the presumption that every record received or maintained by a government agency is public and the burden is on the agency to show why a record is not accessible. The new law also shortens the time for agencies to respond and requires agencies to accept electronically submitted requests. These and other changes in the law have necessitated business practice adjustments.
Also discussed will be, practical considerations the presenters have addressed and how they have advised their client . Some of the issues include, drafting a RTKL policy, the use and retention of e-mails and other electronic correspondence which are now generally accessible to the public, record retention practices, developing an agency-specific RTKL request form, electronic submission of requests and tracking procedures.
Strategic matters such as 1) what to do when a requested record is not subject to access under the RTKL but that the agency is willing to provide nevertheless and 2) factors to consider when deciding whether to request an advisory opinion will be discussed
Persenters will also address substantive, interpretive matters which could include charging fees, whether or not the agency must mail records in response to a request and any other topic addressed in OOR opinions.

In 2008 the Western Pennsylvania Energy Consortium was created by the City of Pittsburgh and Allegheny County through grants received from the Department of Community and Economic Development. This Energy Consortium quickly expanded to include other organizations throughout the region, such as the Pittsburgh Water & Sewer Authority and the Pittsburgh School District. Soon after a request for proposal was issued for the hiring of a local firm specializing in reverse auction technology. This technology creates a market that allows electricity and natural gas suppliers to bid against each other on a specific profile, compressing their margin and therefore driving down the prices.
The first auction was a complete success with each organization saving hundreds of thousands of dollars in electricity costs. Since the first auction the Western Pennsylvania has seen similar successes by conducting 2 additional auctions, one in Natural Gas and the other to extend the electricity contract. The Consortium is now talking with additional Allegheny County municipalities that meet a minimal electricity usage and could benefit the most from this technology.
This seminar is a case study in the creation of the Western Pennsylvania Energy Consortium and the role the Reverse Auction platform played in its successes.

She also worked for the State of Minnesota, serving the Minnesota Department of Public Safety as Assistant Commissioner and Driver and Vehicle Services Director and the Minnesota Department of Revenue in a variety of positions. While with the State of Minnesota she directed many successful citizen facing technology initiatives and spent one year on assignment to Lithuania as a government advisor.

Bob Garrett is currently a municipal liaison in PennDOT’s Bureau of Municipal Services. This organization provides funding, technical assistance and technology transfer services to more than 2600 municipalities in Pennsylvania. He is the coordinator for the roll out of the web-based “dotGrants” liquid fuels filing system to Pennsylvania’s municipalities. Prior to this assignment he was PennDOT’s Chief of Research. The PennDOT Research Program includes an average of 90 research projects with an annual investment of approximately $7 million. He has worked for PennDOT for 15 years. Prior to joining PennDOT he was the director of the Union County Economic Development Council and was director of the Union County Planning Commission. He is a graduate of the Stevens College of Technology and earned his teacher’s certification from the Pennsylvania State University. He is the former Mayor of the Borough of New Berlin.

Nicholas P. Miller is a well-known expert in the law and policy governing cable television and telephone regulation, and in the legislative aspects of communications law. He served as the U. S. Senate Communications Counsel and as a special consultant to the White House on telephone deregulation issues. He represents local governments, airports, and national local government associations in cable television and telecommunications matters.
Mr. Miller is widely recognized for his lobbying experience with the Cable Act of 1984 and 1992, the AT&T divestiture, and the Telecommunications Act of 1996. He represented the national coalition of education groups in the development of the school and library universal service discount program known as “E-rate” established by the 1996 Act.
Mr. Miller is admitted to practice in Washington State and the District of Columbia Bar Associations. He received his law degree in 1973, and his undergraduate degree in 1966, both from the University of Washington where he was a member of the Washington Law Review. He is a member of the American and Federal Communications Bar Associations and an honorary life-time member of the National Association of Telecommunications Officers and Advisors, where he was their 1995 Member of the Year. Also, she is recognized as a Certified Information Privacy Professional by the International Association of Privacy Professionals. Reclamere’s E-Discovery, Computer Forensic and IT Risk Management Division is quickly becoming recognized as one of the leading firms in Pennsylvania. Attorneys in Pittsburgh, Harrisburg and Philadelphia now rely on Reclamere’s team for expert litigation support and associated technical assistance. Ms. Keating is a popular speaker with legal, medical, corporate, and educational audiences because of her extensive experience in IT auditing and risk management. As Vice President of Compliance & Security for Reclamere, Keating is responsible for all security, legal and regulatory compliance aspects of the business. She is the primary liaison between Reclamere and its vendors, local DEP officials and the EPA. Keating sits on the Certification Committee and co-chairs the Electronic Media Destruction sub-committee for the National Association for Information Destruction (NAID). Ms. Keating is a member of the Board of Directors for the Ben Franklin Technology Partnership, Her keen analytical and research abilities are necessary at Reclamere to insure quality control and compliance with complicated legal and environmental issues within the industry. A graduate of the Pennsylvania State University, Altoona campus, in Electrical Engineering Technology, Keating resides in Altoona, Pennsylvania. Dan Stroman manages Microsoft’s FAST Public Sector team and has been working with government enterprise search technology for over 14 years.

Colonel (Retired) Gerras served in the Army for over 25 years, including commanding a light infantry company and a transportation battalion, teaching leadership at West Point, and serving as the Chief of Operations and Agreements for the Office of Defense Cooperation in Ankara, Turkey during Operation Iraqi Freedom. He is an airborne ranger and holds a B.S. from the U.S. Military Academy and an M.S. and Ph.D. in Industrial and Organizational Psychology from Penn State University. His main areas of interest are strategic leadership, leadership development, and improving the judgment and critical thinking skills of leaders. He has worked on numerous projects for the Chief of Staff of the Army related to leader development. Steve has published articles in the Journal of Applied Psychology, the Journal of Applied Behavioral Science, and the Information Age Warfare Quarterly.

Prior to joining Unisys, Gerry served as Missouri's chief information officer (CIO) and as a member of Gov. Bob Holden's cabinet, where he led Missouri’s e-government efforts to improve the delivery of government service to its citizens. He also led the development of Missouri’s Adaptable Enterprise Architecture Program. Considered one of the best in the nation, this program resulted in significant savings and improved efficiency in the state’s business and IT programs. Gerry is recognized nationally as a leader in the areas of government process reform, enterprise architecture, justice integration and interoperability, and project management.
Gerry served two consecutive terms as the president of NASCIO, the National Association of State Chief Information Officers. Gerry is the only state CIO to serve consecutive terms as president in the association’s 35-year history. He also served as chair of NASCIO’s Enterprise Architecture Committee and as a member of its Executive Committee.
Gerry was Missouri's SEARCH representative, serving as chairman and member of the Board of Directors. SEARCH is the National Consortium for Justice Information and Statistics, with representatives from all states, responsible for formulating recommendations on criminal justice policy. He served as vice chair of the membership group and chaired the Planning Committee and the Systems and Technology Program Advisory Committee.
Former Attorney General Janet Reno appointed Gerry to the Global Justice Information Sharing Advisory Commission, an advisory body to the U.S. Attorney General created to support broad-scale exchange of pertinent justice information. Gerry served as the vice chair of the commission and served on the Executive Steering Committee.
Gerry is a frequent speaker at seminars and conferences on topics related to government process improvement, enterprise architecture, technology infrastructure centralization and consolidation, homeland security, criminal justice integration and interoperability, progress and performance metrics implementation and software engineering.
